    Let's just say that ChickenPotato is owning some rands 20:1.
    They all RQ and give ChickenPotato a bad player report.

    Repeat process until ChickenPotato pays $100 for a 5 year old game.

    The thing is, the vast majority of people rage quit for more than the reason of purely being beaten. They RQ because they were being beaten by a dick. I've found that although some people do RQ because they've been beaten, a lot of people won't if the person they are being beaten by is willing to share their knowledge, acknowledge the other players, and be friendly.
    Also, the amount of impact one person can make to your rating would be dependant on how long the player had been playing that game, what their score was like, what other players in the same server said about that player, and what sort of rating the player that made the rating had at the time of the rating. Also, they wouldn't necessarily use player to player polls to determine your ranking anyway. It's all about finding the best way to do it.
